In NSW, getting licensed requires:

Below are the different pathways you can follow to fulfil the qualification requirements.
You get a Certificate IV in Building and Construction (CPC40120), with specific required units, plus one of the following trade qualifications alongside it:
1. Certificate III in Carpentry
2. Certificate III in Bricklaying/Blocklaying
You get a Certificate IV in Building and Construction (CPC40120), with specific required units, plus A Diploma of Building and Construction (CPC50220)
- You get a Certificate IV in Building and Construction (CPC40120), with specific required units, plus
- A relevant construction degree (building, construction management, construction economics, applied science (building), quantity surveying, etc.) requiring four years' full-time study plus a mandatory work placement.
In summary: You need the Cert IV in building... then one of the following:
1. A Construction Degree + (4 years + placement)
2. A Carpentry or Bricklaying Certificate

At least 2 years of relevant industry experience in a wide range of building work, the majority gained within the last 10 years.
- Experience can be as a subcontractor or an employee.
- Must be supervised by a contractor or supvervisor builder
- Must be confirmed on the referee's statement form.
- Experience in only one kind of work isn't enough.
- Owner-builder experience doesn't count.

3. The application
Lodged with Building Commission NSW (via Service NSW), with a National Police Check no older than 4 months. Licensed builders must also complete annual continuing professional development (CPD) to renew.
4. Your insurance
Home building compensation (HBC) cover for each residential project over $20,000 including GST, plus public liability.
VIC Pathway
In VIC, getting licensed requires:

The Certificate IV in Building and Construction is not a prescribed course for domestic builder registration on its own. It covers part of the required knowledge.
Most applicants hold the Cert IV (or Diploma) and demonstrate the rest through the VBA's assessment.
Registration classes are Domestic Builder (Limited) for single-trade/consumer work and Domestic Builder (Unlimited) to build complete homes.

Detailed technical references from a builder holding the same class of registration you're applying for, or higher.

Unlike other states, Victoria uses a formal interview/exam: you submit documentation and project evidence, then attend a technical interview testing your regulatory knowledge and project-management ability. Processing is typically 6–12 weeks.

In Queensland, getting licensed requires:
1. The Qualification
Your qualification sets your licence class directly:
- Builder — Low Rise = Certificate IV in Building and Construction (CPC40120)
- Builder — Medium Rise = Diploma of Building and Construction (CPC50220) (a Cert IV is not accepted for Medium Rise)
- Builder — Open (unrestricted) = Advanced Diploma of Building and Construction (CPC60220)
- Builder — Low Rise = Certificate IV in Building and Construction (CPC40120)

3. Minimum Financial Requirements (MFR)
You must show your business is financially sound. An MFR declaration for lower-revenue licensees (SC1/SC2, up to $800,000) or an accountant-prepared MFR report for higher-revenue categories.
4. The application
Lodged with the QBCC with a recent National Police Certificate, a safety management system, and a fit-and-proper-person assessment. Processing is typically 6–8 weeks.

It depends on two things: how big and complex the work you want to build is, and which state you’re in. As a rule, the Cert IV covers standard homes and low-rise work, the Diploma steps up to bigger and more complex builds, and the Advanced Diploma covers the largest, unrestricted work.
But how those qualifications map to a licence changes by state. In Queensland the ladder is exact — Cert IV, Diploma and Advanced Diploma line up directly with the Low-Rise, Medium-Rise and Open licence classes. In NSW it’s more flexible: a Cert IV paired with a Diploma is a full pathway on its own, without needing a trade licence.
